Dr. Montenegro has twelve years of experience in top supervisory positions in Education and Mental Health Services and has extensive experience evaluating and providing mental health and special education technical assistance. He served as Director of In-country Training for numerous U.S. Peace Corps programs in Central and South America, the Caribbean and the U.S. He has taught at universities in South America, England, and the U.S.
